Trust Land Transfer

A special program for special places

Trust Land Transfer (TLT) helps Washington protect state trust lands with high ecological, cultural, recreational, and community value while keeping trust beneficiaries whole. Through TLT, economically underperforming lands can be transferred for conservation, parks, wildlife habitat, Tribal ownership, or other public benefit, while replacement lands are purchased to continue generating revenue for schools, counties, universities, and other trust beneficiaries. DNR describes TLT as a program that keeps special places in public ownership while improving the financial performance of the state trust lands portfolio.

2027-2029 Proposed TLT Projects

The next Trust Land Transfer funding cycle is a major opportunity to protect special places across Washington. DNR reports that the Board of Natural Resources approved the ranked list of 2027–2029 applications at its September 2026 meeting and directed staff to submit a $30 million funding request to the Legislature. DNR will request full funding for Elger Bay, Dabob Bay A, Babcock Bench, Toutle Ridge Fen, and Thorpe, and partial funding for Yakama Nation Tract C.
